About the Council
Who we are and why we exist.
The ICSTE was built on the conviction that the technology community deserves a credible, independent body of recognition — one that operates with the same standards we expect from the field itself.
Origin
The International Council for Software & Technology Excellence was incorporated in Geneva, Switzerland, in March 2021. It emerged from a working group of technologists and academics who had grown frustrated with the proliferation of awards in the technology sector that were either commercially compromised, self-nominated, or evaluated without meaningful technical scrutiny.
The founding group spent eighteen months developing the evaluation framework, governance structure, and nomination process before accepting the first cohort of nominees in late 2021. The inaugural award cycle was deliberately kept small — two recipients — to establish a credible baseline before scaling.
Since then, ICSTE has grown to a review committee of fourteen practitioners spanning nine countries, and has recognized individuals across software engineering, applied research, and digital entrepreneurship.
Structure
ICSTE is constituted as a non-profit association under Swiss law (Verein, Article 60 of the Swiss Civil Code), with its registered seat at Rue du Rhône 14, Geneva. It is governed by a Board of Directors that is distinct from the Review Committee responsible for evaluating nominees.
The Board sets policy, oversees finances, and manages institutional partnerships. The Review Committee operates under a separate charter with full autonomy over award decisions. No Board member participates in individual award evaluations.
ICSTE is funded through institutional memberships and an endowment established at founding. It does not accept sponsorship for individual award categories and does not charge for nominations.
Our Values
Independence
ICSTE operates free from commercial sponsorship in its evaluation process. No award category is funded by a third party, and no nominee has any relationship — financial or otherwise — with members of the review committee.
Rigor
Every nomination undergoes a structured, multi-stage evaluation against a published criteria framework. Nominees who do not meet the minimum technical threshold are not awarded, regardless of the size of the nomination pool in a given year.
Breadth
We deliberately seek to recognize talent that may not be visible in traditional industry channels — early-career contributors, independent researchers, and practitioners working in underrepresented regions or disciplines.
Permanence
Awards are not revoked and recipients are part of the ICSTE record in perpetuity. We believe that recognition, once earned, should be durable.
